This one stumps me,can anyone offer a translation

BUREAU ZA FAMILIJARNO OBAVESTAVANJE IZMEDJU SRBA

Google gives me reference to  South Africa Bureau  of State Security and various credit Agencies

Mr Google also says the language is Croatian - which makes sense.
