Title: France 1853 Entire Chef Du Service De La Marine Le Havre

I have the attached entire dated 1853 with the cachet to reverse CHEF DU SERVICE DE LA MARINE LE HAVRE - other than the cachet I can read very little of the rest of it, both do to the handwriting and the French language.

Would anyone care to add.......any help welcome.

Clearly maritime, but would such cachet have been just the port (likely) or is there a military connection.

Peter, I can make out some of the text. The writer is attesting to the competence of a certain merchant marine captain.
The letter is addressed to a business.
