WWII military postage rates?

I have an honor cover (from Palestine) with 25 mils franking but no "by airmail" etiquette. On the one hand the postage would suit air mail by Ala Littoria - but as per the postmark, that service ceased about a week earlier. My thoughts are towards extra weight for surface mail. Does anyone have some idea?
