1853 Chef De La Marine Le Harve

Hi,

I have the entire shown in the attached pictures, with the nice cachet to the reverse CHEF DE LA MARINE LA HARVE. I assume this is the Harbour Master at La Harve and the cachet is applied to a letter leaving the port - so no military/naval connection.

Can any handwriting (and French) experts help at all with the content, I have no idea?

what a scrawl! My French is not up to deciphering more than a few words, but I get the impression the Chief is writing a character reference for a Captain (something) Dupoy (or similar). The words capability, certify and necessary capacity seem to be there.

Hopefully someone else can do a better job!
