I have been asked if I or anyone else knows from which magazine and when the attached cutting came from - I would suggest that the date was within a few months of the date of the cover and that it was likely to be from one of our popular British commercial stamp magazines of the time.

As you suggested it was published in July 1969, in Stamp Magazine.
