Fleet Letter from Hong Kong

An entire from HMS Tamar, Hong Kong shore base, dated 12 Dec 1932, to HMS Oxley arriving Jan 1933 in the Med. Endorsed "FLEET LETTER" and no sign of transmission via the Royal Mail. But it clearly arrived to the boat in Greece as endorsed. No backstamps. How did it get there? I thought "Fleet Letters" were for mail between warships of the same fleet in a local anchorage/harbour?
