Scan shows a page from a magazine called L'IMAGE  No 221 October 1919

All in French, with 16 pages in total.  This is page 14 which I take to be a 'proclamation of Independence of Georgia 26 May, 1919

Translation and transcript appreciated.

This is not the proclamation of independence of Georgia but to remember the first anniversary. It is also stated that 200,000 Georgians served in the Russian Army and now had to form their own army
