Any thoughts on Postal Censor (P/W)?

I'd appreciate expert opinion on the attached letter.
Does the rectangular handstamp signify that the letter has been censored or has it been used by the writer to signify his address/title. I can't make out Walter's surname - Folliott perhaps?

It is a letter sent by someone in the Prisoner Of War section of the British censorship. The handstamp is to indicate the origin, not as a censor stamp.
