BEF WW2 FPO 9 to USA

Hello again,

you see an normal item, with FPO 9 and No. 40 Army censor handstamps, with the date 29th April 1940, to the USA.

I have got three asks:

1. Why must the soldier not pay the 2 1/2 d postage rate?
2. Where is the Base Army censorlabel and the censor handstamp 212?
3. What  is with the FPO 35 handstamp from 2nd May 1940?
