Censors initials

Who or what is B.N.V.C
I was asked this week if I knew what the above initials stood for.
Gould illustrates this censor mark on page 90 of his book as 3A47, but it is not listed. In his supplement No 2. he states which I agree that there is no Naval Officer with these initials in my Navy Lists
I have even tried the Army Lists but again no trace
Also nothing on the three abbreviation sites I use
British Naval ?????? Control has been suggested.

Well Frank, you've got me this time - all I could come up with is Base Naval de Val-de-Cães in Brazil (which has a naval flavour - even if it is the wrong navy !) (there are plenty of reference to the base on the web) or we can have the British National Vegetation Classification - but I don't think that's correct somehow !

Could it be that the initials have worn on the rubber cachet and it should read B.N.Y.C. ?  or (stretching it a bit) the initials BN for someone awarded the VC ??
