Indian Military Air Letter Cards - WW2

I have been asked what does "I A F F – 1083" stand for ?  
This appears on a number of Indian Air Letter forms.  I have quickly gone through "Indian Military Air Letter Cards 1942-47" by O R J Lee (FPHS, 1985) and he does not appear to have indicated what it stands for.

I am aware that it is likely to be a form number, but what does I A F F mean ?

It has been suggested I A F F may mean Indian Army Field Force, but I am not convinced, possibly Indian Armed Forces Form ? (as there is an I A F F - 1083 (Naval) version.

I would have suggested Indian Air Force Form, but a quick search of my files shows 3 examples of naval use.
I would therefore suggest Indian Armed Forces Form - 1083.
