Indian Army - What does "F.O.A.S." stand for

I have 2 covers of 1971, each with FOAS at the top.
Does this mean "Free On Active Service" - or what, please?

I can't imagine it would be anything else other than Free  on Active Service, a term used in WW2.

This was the year in which Bangladesh was created with support from Pakistan.
